		<description>I know there has always been a homeless population in America but I have never heard of tent cities.  I guess growing up and living in a small town doesn&#039;t lend itself to having visibility to this kind of thing.  Even in my hometown, we had &quot;campers&quot; on the riverbanks and a homeless shelter but nothing organized and certainly no where near 400.</description>
